Police want more CCTVs in capital

City police will propose that up to 6,000 more close-circuit television cameras be installed around Bangkok.

Metropolitan Police Deputy Commissioner Pol Maj Gen Pisit Pisutsak said on Wednesday that police would   seek approval from the Bangkok Metropolitan Administration to install thousands more CCTV cameras in the city area to help fight crime.

He said police stations under the Metropolitan Police Bureau had surveyed their areas and submitted reports  outlining which areas still needed security cameras in place to deter crime.

However, some of the surveys seemed to be very superficial and would need to be done again.

The MPB deputy chief was speaking after a meeting to examine the reports sent in by the police districts. All stations would be required to resubmit their survey results tomorrow, he said.

Pol Maj Gen Pisit said he had instructed all police stations to ensure all sois and sub-sois within their  jurisdiction were properly surveyed, to ensure police have eyes everywhere. If a crime occurred at a location where there were no cameras in place and police failed to collect the necessary evidence, they would be punished because the MPB had given them the opportunity to suggest places in need of the cameras.

A total of 17,000 CCTV cameras have been already been installed by the Bangkok Metropolitan Administration and the private sector at residential buildings, shopping areas and commercial banks throughout the city.

Activist says 60-70 parks staff raided his house

A wildlife activist has claimed dozens of national park officials raided his home for no proper reason and harassed his family.

Edwin Wiek, founder and secretary-general of the Wildlife Friends Foundation Thailand (WFFT), said 60 to 70 officials of the National Park, Wildlife and Plants Conservation Division raided his home at 11am on Monday.

Mr Wiek, 46, has lived in Thailand for 22 years and founded WFFT in 2001.

On Jan 24, Mr Wiek published an opinion article in an English-language newspaper, alleging corruption, negligence and an official cover-up of the killing of six wild elephants which took place within three weeks at the Kaeng Krachan and Kui Buri national parks.

He also circulated the information among the Thai language press.

Mr Wiek believes the raid stems from his exposing the corruption to the public.

He claims that certain politicians, park officials, police and businessmen are involved in the lucrative business of elephant poaching and have an interest in covering up the incident, as well as intimidating him to keep silent.

Mr Wiek said the officials who organised the raid claimed they had received reports the WFFT was holding 20 elephants illegally.

“We have only six elephants,” he said. “They are all licensed legally.

“We have only three mahouts. How is it possible to have three mahouts and 20 elephants?”

When the search came up empty, the officials demanded documentation of some 450 animals on the 180 rai of land belonging to WFFT.

They demanded to see the documents within three hours.

Jansaeng Sangnanork, 34, who is Mr Weik’s wife and also one of the WFFT’s directors, was asked to assemble the papers. When she couldn’t meet the deadline, police arrested her.

“I told them to arrest me instead, but they wouldn’t,” said Mr Wiek, who has been arrested twice before in what he claims to be acts of intimidation.

Mrs Jansaeng was released on bail at 3am on Tuesday, after Mr Wiek posted surety of 75,000 baht.

Mr Wiek said his ongoing conflicts with park officials have been 11 years in the making.

“I’ve made over 30 reports [of illegal poaching and other activities] and they have not made one case out of any of them,” he said. “All they do is to say, ‘We’ll follow it up’, or, ‘We’ll take care of it’, but then nothing happens.”

Chaiwat Limlikhitaksorn, chief of Kaeng Krachan National Park, said he know nothing of Monday’s raid.

However, he admitted that he has information the WFFT holds illegal wildlife.

“I know he [Mr Wiek] means well. I know the WFFT’s work can help us,” Mr Chaiwat said.

“But at the same time I know of reports that people have donated to him wildlife to take care of, but those animals are not licensed, which makes them illegal.”

Mr Chaiwat also questioned Mr Weik’s claims park officials were involved in illegal poaching and cover-ups.

Developers ‘must plan carefully’

Developers should be more careful of road width and check every detail related to construction regulations when planning a high-rise project, says the Thai Condominium Association.

Carelessless could result in a court ordering the building to be torn down, which could drive the developer into bankruptcy, Thamrong Panyasakulwong, the association’s president said.

He said the case of the Aetas Bangkok Hotel on Soi Ruam Rudi in Pathumwan, which a court ordered pulled down, would be a case study for developers planning to build a high-rise project.

The court said the road width was less than required in construction regulations for a project of the hotel’s size.

“Many sois and roads in Bangkok are not the same width along the entire route. Developers or project owners must be very careful,” he said. On Soi Ruam Rudi, there are eight points at which the road width narrows to less than 10 metres.

“If they don’t work carefully, they may encounter a case like Soi Ruam Rudi and they may face bankruptcy, as a high-rise project is a big investment,” he said.

High-rise developers should also be careful about the setback space and the height of the building. Otherwise, their building may be ordered razed.

He predicted many changes to city planning regulations including requirements for roads to be wider than currently specified for large projects.

The association has asked the Bangkok Metropolitan Administration to relax some regulations related to road width by allowing developers to donate land as public space to increase roads to the required width.

Issara Boonyoung, president of the Housing Business Association, said the Aetas Hotel saga would be a lesson for developers to make sure they comply with all regulations related to construction before breaking ground.

“Developers should measure the distance by themselves to make sure it is in line with regulations,” he said. “There are many roads and sois in Bangkok which have the same problem.”

Developers must also prepare for changes to city planning regulations which take effect in May. A court last week found the Aetas Bangkok Hotel on Soi Ruam Rudi was built illegally as regulations required a road width of more than 10 metres for any building with an area of more than 10,000 square metres.
